Open Question: What can I do about neighbor's 2nd hand smoke entering my apartment?

I live in an apartment building in Los Angeles and my downstairs neighbor smokes on his balcony regularly. I only have windows directly above his balcony, so if I have a window opened even a crack, the smoke infiltrates my whole apartment. I'm allergic to smoke and had a serious upper respiratory infection this winter causes by allergens, and am very worried about the smoke. I plan to call my building manager to talk about the problem. Do you have any advice before I approach the issue? Any suggested resources about dealing with 2nd have smoke as a renter? I've researched the issue on the internet and see that I probably have a lot of rights, but I don't want to start at from an attacking point of view. I know she won't go out of her way to help (because I called her last year about it and she said "well...I can't make them stop smoking...I'll see what I can do" and never did anything) so I want to make it clear that this is a serious situation. Resolved Question: My sister is muslim does her GOD?

Hi its me again- My sister is musim. She is active in that religion. I am not musim ( & have nothing against it) When my sister needs something i seem to notice her GOD kinda drops it in her lap. I know thos is petty but- for instance when we are together amd she needs a parking spot some1 jus happens to be leaving theirs OR a empty one is sitting wide open close to where we are going. 2 or 3 times coincidence , 98% of the time (it happns) im like wow. Open Question: I need help with finding laws on parking in Los Angeles.?

I have a small commercial vehicle not heavy duty that got a parking ticket because I parked in front of my apartment for lunch, approx 2 hrs. I need to find the law where it says commercial vehicles are not allowed to park in residential neighborhoods so I can contest the ticket. I know that "Parking of heavy duty commercial vehicles is prohibited in residential areas, unless the vehicle is loading or unloading goods or has a service call in the immediate vicinity". But, like I said, its not a "heavy duty". I just need some more ammo for my contesting.. thanks! more

Open Question: Los Angeles Parking Enforcement. What are their shift hours? Do they check cars 24/7 on a residential area?

I rented a small moving truck and parked in the morning for about 2 hours in front of my apartment. There were no signs that said I could not park there. When I came back, there was a ticket for commercial vehicle over the time limit, which is 3 hours. But I was not parked there for 3 hours and I contested it and I lost. If I could find out if these LA parking enforcement officers operate before 06AM on residential areas I can use it to my defense. Thanks. more

Just for the record I want to state first I am a los angeles, ca born 23 years old mexican-american guy (who speaks spanish almost fluently) and I am FINALLY moving to an apartment on my own in a month. And I know my story may sound so corny that this is the kind of stuff telenovelas are made of, but this is really how things are. so please don't make fun :) So there's this girl (she is my age) who comes over once a week to tidy the house. She is a receptionist full time (who came from Mexico 4 years ago and primarily speaks spanish) but she also comes over to clean the house once a week on sundays from 10am - 3pm for some side cash. I think she sends the money to her mom and her little sister back home. Basically she is here in the country by herself and supports her family through the money she earns here. So anyway she has been doing this for 2 1/2 yrs. When she first started I thought she was cute, but she was the help and she had a boyfriend so I backed off and pursued other women. Last year I totally ignored her because I have had some big personal issues going on and I havent had any time for women, but I still dated around. So in November my personal problems finally got settled. So back in December I tried talking to her again, mostly just to be friendly with her since we were both alone in the house at the time. I began to talk to her about a relationship (my current ex) i was in at the time, and when I talked to her she was surprised (her eyes lit up) because we would never talk about things like this, being that I am the son of her employers. She offered me advice and she was really happy to help me out because she was in a similar situation herself and began to tell me about her relationship problems too. So, in the last few months the housekeeper and I have begun to talk more and more. Before (when she first started here) when I tried to talk to her in spanish, she would give me a blank look that was like "um why are you talking to me?" but now she is usually smiling and she will stop what she is doing to listen to what I have to say. So now it's almost a regular thing that we talk at the end of her shift here (I'll usually talk to her an hour before she has to go) and I know a lot of things about her now that I didn't know before. Like, she is having big problems with her boyfriend of 3 years because apparently there is this woman at his work who constantly tries to get with him. She told me back in december that if she catches her trying to contact him again that she is going to tell him its over. And this would be the second time they break up because last year they broke up but got back together like six months later, which I had no idea about since I didn't even talk to her back then. I think she went back with him because she has no one else since she IS in this country all by herself. In fact last christmas when she was broken up she spent christmas and new years by herself. And this is a really cute girl! So Valentines day rolls around and she happened to be working at our house on that day. So since it was valentines day I naturally asked what fun things she was going to do with her bf. But she changed the subject rather quick and we started to talk about something else. We talked about other things like food and movies and I made her laugh a few times (which I always do when I talk to her) and we ended on a good note. So here is the thing: I think I might be in love with this girl, although this is something I would not tell her for a while and six months ago I really could have cared less if she got fired and I never saw her again. I havent felt this way about a girl in a long time and I never thought we would ever go out because I thought she didn't like me at first and the fact that I am the son of her employers. Also take into consideration that she is a latina who immigrated from a small town in Mexico, and from what I have been told, those girls usually are more serious and way more mature than the paris hilton type girls I've dated here in southern california, which I do very much like because I am fed up with immature girls. She seems to be an honest, sweet, hardworking girl. And my mom told me that she can't have kids, so that could be a reason why her bf may be cheating on her but I'm not sure. I honestly could care less if she couldnt have kids because I think I love her although this may be premature to say. so my question is: when should I make a move on this girl? And is it likely she will leave her boyfriend for me? I have never been in a dating situation like this and I think one wrong move might blow my chance to be with this girl. Open Question: How to solve roommate problem?

Hi everyone. This could be the world's hardest problem to solve. I have lived with 7 other roommates in the past and we were able to get along and live together like friends. Two months ago I moved to Los Angeles. The manager placed me into an apartment with a new roommate. This new roommate was a very nice guy at the beginning. However, 2 months later he became an asshole that caused problems between us. My roommate and I have gotten into trouble silently and I do not know what caused it. We were very friendly with each other for the first couple of weeks since I moved in, and all of the sudden he began to create problems with me. Because he never share his thoughts with me, I never knew what was bothering him and how should I behave in order to gain his favor. Starting last week he came home and began to smash the desk, sighing, and kick the floor. I reported his abnormal behavior to the manager. According to our housing manager, this guy was delivering all his anger at me for working at my own desk. The manager told me this guy just got a job and has to work 12 hours everyday. When he came home, he doesn't like to see someone else in the apartment. Later on, he tried every possible method to drive me out of the apartment. Such methods included locking doors when I wasn't home. This guy refused to communicate with me on these problems. Because my roommate never speaks, there is no way for me understand him and work out our problems. The tension between us is keep on rising and I don't want to keep up this "silent" conflict. Sometimes I really want to beat him to death until he starts communicate with me. Please help me with: 1.) My roommate has a stressful job and turned into a rude asshole. He started all the conflicts between me and him. Due to his nature of quietness I'm not sure what I did wrong, and there is no way for us to discuss what's going on. What should I do??? 2.) Voting Question: what am i suppost to get charged with a security deposit?

i was living in some apartments for 4 months and our security deposti was 800$ we got the apartment already mest up almost everything was not working, now the manager is telling us that he has to charge us for carpet cleaning and lil touch ups in paint, he also told me that he was going to deduct money from the deposit because i havent turned in the mail box key so he was going to charge me for each day, so what i want to know is if he has the right to do that and if he doesnt what can i do? i read my contract and it doesnt say anything about that only about charging us for damages, but its really nothing only the carpet thats dirty. i live in downey ca los angeles county more

I rent an apartment with a loft in Los Angeles. I have lit the loft with Christmas mini-lights strung up on the wall, and I have placed a curtain in the doorway of the loft. The building inspector has deemed both these traits as fire hazards. I have searched the firecode for LA and found nothing pertaining to non-combustible curtains nor decorative lights. I'm 22 years old and moving out of my parents' house soon, and I thought instead of buying/renting an apartment, to buy a boat I could live on (Not sure if it's possible to rent. I live in the colburn apartments (8th floor) across from the Disney concert hall on top of bunker hill. I looked out my window at about 5:30PM and saw a strange black object in the sky very very high up. It would dart back and forth extremely fast but always returning to the same spot and seemed to be meandering around the sky with no real intention. I got my binoculars out and zoomed in as much as possible but it was far enough away that I couldn't make out the shape completely, it looked like it had wings or fins sticking out of it. Resolved Question: Trying to become a Voice Actor?

Hello, =) Lemme just give you a little background information so you can see where I am coming from. Ever since I was young I have always liked entertaining people, especially trying to make people laugh. When I was younger I was one of the star roles in a 5th grade play. That was probably the most fun I ever had in elementary school, I loved playing someone else, it was sort of like escaping reality and becoming enticed in another one's affairs. About 2 years later I was another star role in a 7th grade play. I was one of the "comic relief" roles, which was perfect for me. In my childhood days I used to watch this animated television show on Cartoon Network called "Teen Titans." I loved this show, it was very different from any other show. I didn't realize until I was older, but the reason why I loved this show so much, is because of the great voice acting and the general theme and style that the show possessed. The show stopped airing in 2006, and I thought that that was the last time I would ever see that show. It crushed me, it was like losing a friend in a way; because I watched that show from the start until the end, which, I believe, was 4 years. However, just recently the show started airing re-runs again. Even now as I am older, this excited me. I began watching it, and the same good memories that I obtained before starting rushing back. Something was different this time though. I started to get feelings such as, "Man, I really want to do that" and "I wish I could be a voice actor." My favorite character on the series, "Beast Boy" was voiced by a man named, Greg Cipes. I never really paid attention to who was actually voicing the character when I was younger, I always thought that they were "voicing themselves" in a way, I saw the characters as people, rather than animations. Now, however, I paid more attention to who the voices of the characters were and Greg Cipes really stuck out. He has really been a major influence to me, and he has really made me want to "follow in his footsteps." That was about 7 months ago and my mind still has not changed. Everyday I still dream of becoming a star-role voice actor, but I don't know how to achieve my ultimate dream and goal. In terms of support, I have none. No one believes in me, and my mother even goes as far to say that I won't be able to do it. This really brings me down, because in my opinion, everyone needs at least someone there for them, someone that they can trust and love and know that whatever choice they make, they have someone there that tells them they can do it. My other problem is I am currently living in Arizona, and the major talent agencies are located in big-time towns such as Los Angeles and New York. Being only 17 years old, I don't have much choice in the location in which I live, and I don't have near the amount of money needed to rent even a small apartment in either city. I plan to go to college when I graduate from high school in May (yay =)). I was wondering if I should major in something that will help me with this goal of mine. I was considering Drama, but I am asking for an opinion first before I decide. I know that if I am going to get anywhere, first I will have to start from rock-bottom. What exactly would "rock-bottom" for voice acting be? Commercials? Children or Short-story recordings? I am not sure where to even start. However, doing a little research and some sneak-peaks at talent agency's websites, some of them require you to be at least 18 years old. Do you think it would be better for me to wait until I am 18 (in April) before I start up anything, just to stay focused on my school work until graduation? I know I may have a few more questions, but these are the main ones that I am wondering about. I am very sorry about this lengthy "story-question" that I have provided for you, I really got carried away, haha. =) Even if you cannot provide an answer to the questions I have provided, it would be much appreciated just to hear your opinion on the matter. My friend met me at the apartment complex to tour the complex and start out the paperwork. I gave the apartment manager bank statements,a $35 money order for the application fee and a $300 money order for the move in deposit. The apartment leasing agent who is a 26 year old woman asked me some very innaproprate questions? One of the questions was do you think we can meet your parents before you move in? Can your parents come up to Vegas from LA so we can meet them? Do your parents have or no someone here in Vegas who lives near by in case you need help living?Another question is can your parents sign the lease to take responsibility? I feel very very insulted. I wonder if the apartment leasing agent thought that I'm mentally retarded? She doesn't have any education higher than a high school diploma. I have a BA from a four year university. Currently I'm undemployed. The apartment is in the Summerline area of Vegas. Two days after the leasing agent took my deposit she ignored my voicemails as well as phone calls. Before I toured the apartment and met with her in person she told me that I could get a 2 bedroom for $775 a month with utilities included. On the phone she told me $900 a month if you don't want to sign a lease. After meeting with me and speaking to her on the phone yeaterday after she ignored me for a week she lied to me. Yesterday on the phone she said oh no a 2 bedroom apartment without a lease is $1130 a month unfurnished. Yesterday she told me on the phone that a two bedroom apartment is $1000a month for an unfurnished unit for a 3 month lease. I attended Georgetown Law in 2002. I went to a dance audition at RFK stadium in 2002 and that same week this three men broke into my apartment. One was wearing a ski mask. Shortly thereafter I had horrible PTSD symptoms from the assault and I could not go outside literally. I went to a doctor who thought it was depression. I noticed that the men talked about a surrogacy arrangement. I remembered at the audition these two men saying I was the perfect woman like liza minnelli and they offered me 100K to have a child. I said no. I was in law school and did not want to risk the symptoms. I noticed after the attack I would lactate and had other odd symptoms. Resolved Question: Neighbor complains about my subwoofer, is this unreasonable?

Hi there, I recently moved in with my girlfriend who lives in an apartment complex in Los Angeles, CA. I installed the sound system she got me for my birthday, recently and now my next door neighbor has begun complaining. He came over on Saturday at around 6 pm and complained that the sub was too loud. I of course complied and turned it way down (it was at +6 DB and I lowered it to 0) The next night, Sunday at about 7ish pm he leaves a note on our door saying the sub is too loud! So once again I turned it down even more, from 0 to -6 DB. He procedes to contact MY land lord who in turn contacts me. Now, my neighbor owns his condo next door and we rent from the man that owns ours, I'm guessing all of the apartments are individually owned. Our neighbor also has 2 small yapping dogs which woke me up at 4 am last Friday and barked for 45 MINUTES! I didn't say a word to him (this was before he complained to us about the sub) My question is, is my neighbor being unreasonable? again he complained on the weekend both times before 8 pm. The sub is not that loud either so I was very surprised that he complained at all... What should I do?! more

I have been in U.S. for 14 years, other than my 5 years old marriage with my ex husband (An American), I found I have never been able to stay in a place that neighbors (especially guys in all ages) will leave me alone. I'm a 28 year old single male who lives in the Los Angeles area. Becuase rents are so high here I"m living at home with my parents. I'm considering moving to Las Vegas because apartments are very reasonable in Summerlin. I hear that Las Vegas has one of the highest unemployment rates in the nation. Is it easy to meet people in Las Vegas if your single? Another thing I like about Las Vegas is that I can drive home to LA in 4 hours to visit family and friends. Portland seems like a really fun place to live if you are single. In Portland they also have a great public transit system. My main question is where is it easier to make friends and meet people? I have never been to Seattle so I don't know how it compares to Portland. Seattle is another place I'm considering moving to. more

Resolved Question: Bee or wasp carrying fly away?

Hi. Back when I lived in another apartment that had a bunch of flies around I saw what I thought was a bee landing on top of a sitting fly and literally carrying it away. As it carried away it even flew at a much slower speed. I never forgot that event and am now asking here to see if anyone has any idea which insect it was that carried it away and for what purpose. I am also fairly sure that as it carried it away it had not yet killed the fly. I believe it was a bee or wasp it had yellowish coloring. This was in Los Angeles and not some foreign place. My first choice would be L.A. because of the location (I'd like to get into the acting business) , but I'm kind of confused about L.A. and the surrounding cities.
