By late 2007, the 60-year-old Mexican national was involved in one of the largest health care fraud schemes the region has ever seen, the U.S. Attorney’s Office said. He was sentenced Tuesday to one year and one day in federal prison for helping McAllen cardiologist Dr. Fabian Aurignac bilk Medicare and Medicaid out of more than $1 million. “I didn’t know what the doctor was going,” Torres said in Spanish, dressed in a faded work shirt and slacks while pleading with the judge for leniency. “I sincerely did not know what he was up to.” But prosecutors disagreed. In several recorded conversations, Torres acknowledged his role in rounding up patients for the doctor and paying bribes to day care center staff for access to their clients, said Assistant U.S. Attorney Carolyn Ferko. Torres met Aurignac — who ran McAllen’s Cardiology Care Center on the 700 block of North Ware Road — while peddling his wares at the Valley’s adult day care centers. Since at least 2003, the doctor had been bilking the federally funded health care programs by hiring South American doctors who were not authorized to practice in the United States, giving them pre-signed prescription forms to hand out while he vacationed in Italy and Argentina, and later billing Medicare and Medicaid claiming he had overseen all of the patient visits, according to court documents. Torres’ contacts in the elderly care industry provided just the conduit the doctor needed to expand his fraud scheme, according to a 19-count indictment filed in their case. Aurignac paid Torres to win over management at these businesses and round up patents for treatments that were either unnecessary or never took place. Working as the physician’s middleman, Torres delivered bribes of $150 to $300 to day care managers and gave patients Walmart gift cards to submit to free health screenings. At one such business — La Familia Adult Day Care Center in Harlingen — Aurignac’s employees set up a camper in the parking lot to see patients, another violation of Medicare and Medicaid rules requiring all procedures be conducted in sanctioned medical facilities. The center’s manager — Martha Garcia Alaniz — pleaded guilty in July to one count of receiving kickbacks and was sentenced to one year of probation. For his part, Torres was paid $100 for each session set up with a day care center. In the year that investigators were tracking his activity, he received more than $40,000 from Aurignac. In May, Aurignac agreed to pay back $1.1 million to the federal government for his fraud. He is currently serving a prison term of four-years and nine months. The Texas Medical Board suspended his license to practice in 2008. Torres’ defense attorney maintained Tuesday that his client never really understood that what he was doing was illegal, but U.S. District Judge Randy Crane disagreed. “He was doing Dr. Aurignac’s dirty work to some extent,” the judge said. “But without this recruiter, Dr. Aurignac would not have had this business more

I went to do my taxes on Turbo Tax Jan 23, I use Turbo tax every year. If you use Turbo tax then you know that you can have your w2's downloaded from your employer to Turbo tax without have to type all the info in yourself. When I got to the end, paid and hit he transmit button...An error came back stating that my social security number has been already used and taxes had been filed!?! I then check everything over again, everything was correct. So I went to "check e-file status" and typed in my soc# and zip code. It showed with my number, that the taxes were done on 1/16 and accepted 1/17! I went right down to the IRS office Monday morn and ALL of my info was in there name, address, employer, deductions EVERYTHING!! The only thing different....THE BANK ACCOUNT INFO was not to mine. In researching the bank info I found out that it was to a bank in McAllen Texas! The IRS put a flag up and gave me instructions..however it is not an easy or quick fix this will drag out and give me alot of headaches and I will not be seeing my refund for a long time! I have googled and ask the community on Turbo tax if anyone has had this happen I am not finding anything! I hope for everyone sake that this is just a hit on me, but have a hard time believing that they would only do one person! Many of these predators had been previously convicted of other crimes, and many had already been deported once. The number predators apprehended in the sweeps actually only represent the tip of the iceberg. In fact, a study conducted by the Violent Crimes Institute reports that between 1999 and 2006, there were nearly 1,000,000 sex crimes committed in the United States by illegal aliens. Using U.S. Department of Justice, Immigration, as well as state and local law enforcement data, Deborah Schurman-Kauflin of the Violent Crimes Institute determined that there are no less than 240,000 illegal alien sex offenders currently inside the U.S. A very cursory search on the subject of illegal aliens committing acts of child molestation turned up countless examples of the growing problem. The following are two recent ones: On April 17, 2009, Judge Cecil Puryear in Lubbock, TX, sentenced illegal alien and Mexican national Julian Vasquez to 15 years in prison for a July 2008 incident in which Vasquez broke into an apartment and sexually assaulted a 13-year-old girl. Vasquez broke forced his way into the dwelling located in Cora Apartments, and shoved the girl onto the bed, tore off her shirt and bra, and fondled her breasts, according to court documents. The girl was able to fight off Vasquez and ran into the bathroom, where she was able to call 911. When officers arrived, they found Vasquez still trying to open the bathroom door. The only defense offered by Vasquez’s attorney, Jesse Mendez, was that his client was drunk when he committed the frightening assault. Lubbock County prosecutor Jennifer Basset told reporters: “This is an appropriate sentence for a stranger who broke into a house to molest a child. And this is a case where the effects on this child will not be forgotten by her, and this is a serious crime in Lubbock County.” On April 14, 2009, illegal alien and Salvadoran national Isaac Mendez Ramirez, 24 was arrested in Largo, FL and charged with two counts of capital sexual battery. Ramirez is accused of molesting a 7-year-old girl in November 2008 and again in January 2009. According to the arrest report, Ramirez lives with the little girl but is not related to her. He is being held in the Pinellas County Jail. In 2007, Americans For Legal Immigration Political Action Committee (ALIPAC) tracked child sexual assaults committed by illegal aliens. In a 30 day period, they recorded 27 assaults by foreign nationals illegally inside the United States. McALLEN, Texas — A south Texas politician charged with harboring illegal immigrants and called a "master manipulator" by a federal prosecutor can leave home to work but for little else after investigators alleged she tried to bribe witnesses. Hidalgo County Commissioner Sylvia Handy teared up Tuesday as U.S. Magistrate Judge Dorina Ramos clamped restrictions on her movements, but avoided spending the holidays in jail for violating the conditions of her bond. Handy and her husband, Juan Espronceda, were charged with harboring illegal immigrants who were given county positions and salaries, but only worked in the couple's Weslaco home, according to an indictment unsealed in April. Federal investigators alleged Handy defrauded the county of $111,000 in salaries for the immigrants. Some of their county salaries also went toward paying a $53,000 bill consolidation loan Handy took out in 2004, according to the indictment. Handy allegedly instructed a county human resources employee to prepare a fraudulent job application for one woman using an assumed identity, including someone else's Social Security number. At one point, Handy promoted her. The woman moved in 2004 into a house in Mercedes owned by Handy and continued collecting county paychecks. Mark Colvard, a United Parcel manager in San Ramon, California, recently faced a difficult decision. One of his drivers asked for two weeks off to help an ailing family member. But company rules said this driver wasn’t eligible. If Colvard went by the book, the driver would probably take the days off anyway and be fired. On the other hand, Colvard was likely to be criticized by other drivers if he bent the rules. Colvard chose to give the driver the time off. While he took some heat for the decision, he also kept a valuable employee. Had Colvard been faced with this decision six months earlier, he says he would have gone the other way. What changed his thinking was a month he spent living in McAllen, Texas. It was part of a UPS management training experience called the Community Internship Program (CIP). During his month in McAllen, Colvard built housing for the poor, collected clothing for the Salvation Army, and worked in a drug rehab center. Colvard gives the program credit for helping him empathize with employees facing crises back home. And he says that CIP has made him a better manager. “My goal was to make the numbers, and in some cases that meant not looking at the individual but looking at the bottom line. After that one-month stay, I immediately started reaching out to people in a different way.” CIP was established by UPS in the late-1960s to help open the eyes of the company’s predominantly white managers to the poverty and inequality in many cities. Today, the program takes 50 of the company’s most promising executives each summer and brings them to cities around the country. There they deal with a variety of problems—from transportation to housing, education, and health care. The company’s goal is to awaken these managers to the challenges that many of their employees face, bridging the cultural divide that separates a white manager from an African-American driver or an upper-income suburbanite from a worker raised in the rural South. more

Mark Colvard, a United Parcel manager in San Ramon, California, recently faced a difficult decision. One of his drivers asked for two weeks off to help an ailing family member. And he says that CIP has made him a better manager. “My goal was to make the numbers, and in some cases that meant not looking at the individual but looking at the bottom line. After that one-month stay, I immediately started reaching out to people in a different way.” CIP was established by UPS in the late-1960s to help open the eyes of the company’s predominantly white managers to the poverty and inequality in many cities. Today, the program takes 50 of the company’s most promising executives each summer and brings them to cities around the country. There they deal with a variety of problems—from transportation to housing, education, and health care. The company’s goal is to awaken these managers to the challenges that many of their employees face, bridging the cultural divide that separates a white manager from an African-American driver or an upper-income suburbanite from a worker raised in the rural South. more

Other times, county sheriffs greedily grab thousands from drug dealers. In a few instances, traffickers even place members in the applicant pool for sensitive border protection jobs. An Associated Press investigation has found U.S. law officers who work the border are being charged with criminal corruption in numbers not seen before, as drug and immigrant smugglers use money and sometimes sex to buy protection, and internal investigators crack down. Based on Freedom of Information Act requests, interviews with sentenced agents and a review of court records, the AP tallied corruption-related convictions against more than 80 enforcement officials at all levels — federal, state and local — since 2007, shortly after Mexican President Felipe Calderon declared war on the cartels that peddle up to $39 billion worth of drugs in the United States each year. U.S. officials have long pointed to Mexico’s rampantly corrupt cops and broken judicial system, but Calderon told the AP this isn’t just a Mexican problem. “To get drugs into the United States the one you need to corrupt is the American authority, the American customs, the American police — not the Mexican. I took a trip down through Texas recently, starting in El Paso and visiting lots of Texas cities along the way - Presidio, Del Rio, Eagle Pass, Laredo, Zapata, Rio Grande City, Mission, McAllen, Harlingen, then finishing up in Brownsville. Everything was pretty much in Spanish. And not just Spanish, but the type of regional Spanish they use in a lot of northern Mexico. I can speak Spanish, so it wasn't a big deal for me. But it was strange to see hundreds of miles of America which were basically part of Mexico - in fact, at Eagle Pass, I crossed the border into Piedras Negras, in Mexico's Coahuila State, and it was pretty much the same as Eagle Pass. I didn't notice a lot of difference between them. I guess the road signs are in Spanish in Mexico, but that's about it. Should we rename Texas to something more fitting, like Tejaxico? more

The U.S. jobless rate, which hit 9.5 percent in June, is expected to rise to 9.7 percent when the department reports the July rate next week. Tuscaloosa, Ala., home to the University of Alabama, suffered the biggest monthly increase in unemployment from May to June. Its jobless rate jumped to 12.5 percent in June, up 3.8 percentage points. Michigan's metro area of Detroit-Warren-Livonia posted the second-biggest monthly gain. The unemployment rate there climbed to 17.1 percent, a gain of 2.2 percentage points.
