There is a growing concern in the north that the huge oil sands production in Alberta is polluting both the air and the water. Some northern native communities have even blamed elevated cancer rates on the fouling of their water downstream from Fort McMurray. Layton told a group of about 75 people that Canadians need to be told about the potential for environmental disaster in communities where people could once drink from almost every creek, river and lake. "We just passed over the development in northern Alberta ... and it's depressing to see untrammelled development with significant environmental consequences taking place with no action by the government to address it," said Layton, who called for a moratorium on further development. On the way from Calgary to Fort Smith, Layton's campaign plane had flown low over the Alberta tar sands. The large toxic tar ponds – some lake-sized – were immediately visible from the air, including one where hundreds of dead ducks were found earlier this year. Linda Duncan, Edmonton-Strathcona NDP candidate, called the tars sands a "reeking devastation," noting Lake Athabasca has been "completely contaminated." Oil sand deposits lie beneath 141,000 square kilometres of boreal forest and muskeg, almost all of it in Alberta. To recover the oil, much of the land has been strip-mined. The oil sands cover about one-fifth of Alberta's land mass and so far an area twice the size of New Brunswick has been mined. "It really is a complete embarrassment to Canada," said Duncan, who acted as tour guide as the plane flew low over the tar sands. In Fort Smith, Layton ridiculed Prime Minister Stephen Harper's suggestion that he is standing up for the north. Two weeks ago, Harper travelled to the north to make a series of announcements and profess his love for the Arctic. "He'd better start by controlling the pollution and taking action to protect the north from the toxic (waste) discharged by his friends in the big oil companies. We see no evidence of him wanting to do that," Layton said. "Despite warnings from his own government's agencies, Harper fast-tracked (a development) north of Fort McMurray, without any conditions to mitigate the significant impacts on the environment and on the health of communities like Fort Smith," he said. Conservative MP Dean Del Mastro (Peterborough) said Layton's position on the tar sands contradicts his assertions that he stands up for workers. He pointed out that fabrication and manufacturing jobs depend on oil. "Does he have any idea of how the thousands and thousands of workers right across this country ... depend on Canada's energy sector and Fort McMurray for their everyday jobs?" he said in a telephone interview. He also said Layton knows the federal government is increasing scrutiny in the oils sands. Scientists fear impact of Asian pollutants on U.S. By Les Blumenthal, McClatchy Newspapers 2 hours, 10 minutes ago WASHINGTON — From 500 miles in space, satellites track brown clouds of dust, soot and other toxic pollutants from China and elsewhere in Asia as they stream across the Pacific and take dead aim at the western U.S. ADVERTISEMENT A fleet of tiny, specially equipped unmanned aerial vehicles, launched from an island in the East China Sea 700 or so miles downwind of Beijing , are flying through the projected paths of the pollution taking chemical samples and recording temperatures, humidity levels and sunlight intensity in the clouds of smog. On the summit of 9,000-foot Mt. Bachelor in central Oregon and near sea level at Cheeka Peak on Washington state's Olympic Peninsula , monitors track the pollution as it arrives in America. By some estimates more than 10 billion pounds of airborne pollutants from Asia — ranging from soot to mercury to carbon dioxide to ozone — reach the U.S. annually. The problem is only expected to worsen: Some Chinese officials have warned that pollution in their country could quadruple in the next 15 years. While some scientists are less certain, others say the Asian pollution could destabilize weather patterns across the North Pacific, mask the effects of global warming, reduce rainfall in the American West and compromise efforts to meet air-pollution standards. " East Asia pollution aerosols could impose far reaching environmental impacts at continental, hemispheric and global scales because of long-range transport," according to a report earlier this year in the Journal of Geophysical Research . The report said that a "warm conveyor belt" lifts the pollutants into the upper troposphere — the lowest layer of Earth's atmosphere — over Asia , where winds can bring it to the U.S. in a week or less. The National Academies of Science, at the request of the Environmental Protection Agency , NASA , the National Oceanic and Atmospheric Administration and in consultation with the State Department , has assembled a panel to examine the problem and its impact. Its report is due next summer. "Everyone realizes this is an issue of growing importance," said Laurie Geller of the National Academies of Science. "This is very challenging science with lots of complexities and a lot of uncertainties." Though the problem of Asian air pollution has been known for years, no one has a handle on how much is blown in and what it includes. Scientists say Washington state and Oregon might be feeling the brunt of the effects. "This pollution is distributed on average equally from northern California to British Columbia ," said Dan Jaffe , a professor of environmental science at the University of Washington's Bothell campus. "Anyone who has gone out to measure it has found something." Particulates such as dust and soot, along with heavy metals, pesticides, PCBs, mercury, ozone, carbon dioxide, nitrogen dioxide and sulfur dioxide have all been found. Jaffe said the pollutants can't be tracked to a single source such as a particular coal-burning plant, but their "chemical fingerprints" can point to a specific country. Viruses, bacteria and fungi also can be transported on dust particles, though, so far, they've been found only on the dust and sand blowing off African deserts, not Asian ones. Mercury, one of the most hazardous pollutants from the hundreds of coal-burning electricity generating plants in China and elsewhere in Asia , is of particular concern. One study estimated a fifth of the mercury entering Oregon's Willamette River comes from overseas, with China as the mostly likely source. Jaffe, a member of the National Academies of Science panel studying the issue, is wary of such reports. But he still estimates that as much as 30 percent of the mercury deposited in the U.S. from airborne sources comes from Asia , with the highest concentrations in Alaska and other western states. "Ten years ago, there was a lot of skepticism," Jaffe said. "People assumed the atmosphere scrubbed itself and didn't believe these pollutants could travel thousands of miles." The pollution from Asia will only make it increasingly difficult for the U.S. to meet stricter and stricter air quality standards, said Lyatt Jaegle, a professor of atmospheric sciences at the University of Washington in Seattle . In a move that reflects Washington's growing concern with the failure of diplomatic initiatives, CIA officials are understood to be helping opposition militias among the numerous ethnic minority groups clustered in Iran's border regions. The operations are controversial because they involve dealing with movements that resort to terrorist methods in pursuit of their grievances against the Iranian regime. In the past year there has been a wave of unrest in ethnic minority border areas of Iran, with bombing and assassination campaigns against soldiers and government officials. Such incidents have been carried out by the Kurds in the west, the Azeris in the north-west, the Ahwazi Arabs in the south-west, and the Baluchis in the south-east. Non-Persians make up nearly 40 per cent of Iran's 69 million population, with around 16 million Azeris, seven million Kurds, five million Ahwazis and one million Baluchis. Most Baluchis live over the border in Pakistan. Funding for their separatist causes comes directly from the CIA's classified budget but is now "no great secret", according to one former high-ranking CIA official in Washington who spoke anonymously to The Sunday Telegraph. His claims were backed by Fred Burton, a former US state department counter-terrorism agent, who said: "The latest attacks inside Iran fall in line with US efforts to supply and train Iran's ethnic minorities to destabilise the Iranian regime." The group is currently listed by the US state department as terrorist organisation, but Mr Pike said: "A faction in the Defence Department wants to unleash them. They could never overthrow the current Iranian regime but they might cause a lot of damage." Ridiculous, say scientists at the European Organization for Nuclear Research, known by its French initials CERN — some of whom have been working for a generation on the $5.8 billion collider, or LHC. "Obviously, the world will not end when the LHC switches on," said project leader Lyn Evans. David Francis, a physicist on the collider's huge ATLAS particle detector, smiled when asked whether he worried about black holes and hypothetical killer particles known as strangelets. "If I thought that this was going to happen, I would be well away from here," he said. The collider basically consists of a ring of supercooled magnets 17 miles in circumference attached to huge barrel-shaped detectors. The ring, which straddles the French and Swiss border, is buried 330 feet underground. The machine, which has been called the largest scientific experiment in history, isn't expected to begin test runs until August, and ramping up to full power could take months. But once it is working, it is expected to produce some startling findings. Scientists plan to hunt for signs of the invisible "dark matter" and "dark energy" that make up more than 96 percent of the universe, and hope to glimpse the elusive Higgs boson, a so-far undiscovered particle thought to give matter its mass. The collider could find evidence of extra dimensions, a boon for superstring theory, which holds that quarks, the particles that make up atoms, are infinitesimal vibrating strings. The theory could resolve many of physics' unanswered questions, but requires about 10 dimensions — far more than the three spatial dimensions our senses experience. The safety of the collider, which will generate energies seven times higher than its most powerful rival, at Fermilab near Chicago, has been debated for years. The physicist Martin Rees has estimated the chance of an accelerator producing a global catastrophe at one in 50 million — long odds, to be sure, but about the same as winning some lotteries. By contrast, a CERN team this month issued a report concluding that there is "no conceivable danger" of a cataclysmic event. The report essentially confirmed the findings of a 2003 CERN safety report, and a panel of five prominent scientists not affiliated with CERN, including one Nobel laureate, endorsed its conclusions. Critics of the LHC filed a lawsuit in a Hawaiian court in March seeking to block its startup, alleging that there was "a significant risk that ... operation of the Collider may have unintended consequences which could ultimately result in the destruction of our planet." One of the plaintiffs, Walter L. Wagner, a physicist and lawyer, said Wednesday CERN's safety report, released June 20, "has several major flaws," and his views on the risks of using the particle accelerator had not changed. On Tuesday, U.S. Justice Department lawyers representing the Department of Energy and the National Science Foundation filed a motion to dismiss the case. The two agencies have contributed $531 million to building the collider, and the NSF has agreed to pay $87 million of its annual operating costs. Hundreds of American scientists will participate in the research. The lawyers called the plaintiffs' allegations "extraordinarily speculative," and said "there is no basis for any conceivable threat" from black holes or other objects the LHC might produce. A hearing on the motion is expected in late July or August. In rebutting doomsday scenarios, CERN scientists point out that cosmic rays have been bombarding the earth, and triggering collisions similar to those planned for the collider, since the solar system formed 4.5 billion years ago. And so far, Earth has survived. "The LHC is only going to reproduce what nature does every second, what it has been doing for billions of years," said John Ellis, a British theoretical physicist at CERN. Critics like Wagner have said the collisions caused by accelerators could be more hazardous than those of cosmic rays. Both may produce micro black holes, subatomic versions of cosmic black holes — collapsed stars whose gravity fields are so powerful that they can suck in planets and other stars. But micro black holes produced by cosmic ray collisions would likely be traveling so fast they would pass harmlessly through the earth. Micro black holes produced by a collider, the skeptics theorize, would move more slowly and might be trapped inside the earth's gravitational field — and eventually threaten the planet. Ellis said doomsayers assume that the collider will create micro black holes in the first place, which he called unlikely. And even if they appeared, he said, they would instantly evaporate, as predicted by the British physicist Stephen Hawking. As for strangelets, CERN scientists point out that they have never been proven to exist. They said that even if these particles formed inside the Collider they would quickly break down. When the LHC is finally at full power, two beams of protons will race around the huge ring 11,000 times a second in opposite directions. They will travel in two tubes about the width of fire hoses, speeding through a vacuum that is colder and emptier than outer space. Their trajectory will be curved by supercooled magnets — to guide the beams around the rings and prevent the packets of protons from cutting through the surrounding magnets like a blowtorch. The paths of these beams will cross, and a few of the protons in them will collide, at a series of cylindrical detectors along the ring. The two largest detectors are essentially huge digital cameras, each weighing thousands of tons, capable of taking millions of snapshots a second. Each year the detectors will generate 15 petabytes of data, the equivalent of a stack of CDs 12 miles tall. The data will require a high speed global network of computers for analysis. Wagner and others filed a lawsuit to halt operation of the Relativistic Heavy Ion Collider, or RHIC, at the Brookhaven National Laboratory in New York state in 1999. The courts dismissed the suit. The leafy campus of CERN, a short drive from the shores of Lake Geneva, hardly seems like ground zero for doomsday. And locals don't seem overly concerned. Thousands attended an open house here this spring. "There is a huge army of scientists who know what they are talking about and are sleeping quite soundly as far as concerns the LHC," said project leader Evans. more

So concludes a group of researchers, including a scientist in the University of Florida Emerging Pathogens Institute, who spent three years producing the first spatial map of global malaria risk in four decades. The Malaria Atlas Project's findings appear today in the online edition of the open-access medical journal, PLoS Medicine. The Malaria Atlas Project, or MAP, found that 2.37 billion people were at risk of contracting malaria from Plasmodium faciparum, the most deadly malaria parasite for humans transmitted through the bites of infected Anopheles mosquitoes. Of that number, about 1 billion people live under a much lower risk of infection than was assumed under the previous historical maps. The lower than expected risk extends across Central and South America, Asia and even parts of Africa, the continent where malaria kills the vast majority of its victims and where risk has historically been classified as universally high. "This gives some hope of pursuing malaria elimination because the prevalence isn't as universally high as many people suppose," said David Smith, a UF associate professor of zoology and a co-author of the paper. "It's reasonable to think we can reduce or interrupt transmission in many places, but the prospects for success will improve if we make plans that are based on good information about malaria's distribution." The MAP effort, a collaboration between Oxford University and the Kenyan Medical Research Institute, compiled information from national health statistics, tourist travel advisories, climate, mosquito vectors and surveys of malaria infection in nearly 5,000 communities and 87 countries.
